यवतमाळ जिल्यातील शेकडो कोलम पोडावर घरकुल ,शुद्ध पिण्याचेपाणी,उच्चन्यायालयाच्या  आदेशानंतर अंत्योदय अन्न  सुरक्षा योजनेचा लाभ ,तसेच आदीम काळापासून शेती करीत असलेल्या कोलम बांधवाना आज पर्यंत जमिनीचे मालकी हक्क मिळाले नसल्यामुळे व मागील २० वर्षांपासून आदीम आदिवासी जमातीला आलेल्या भारत सरकारच्या विविध योजनाचा लाभ मिळत नसल्याच्या तक्रारी शेतकरी मिशनला दररोज मिळत असल्यामुळे जिल्यातील सर्व कोलम पोडावर सरकार आपल्या दारी हा कार्यक्रम राबविण्यात येत असुन यापुर्वी घोन्सी ,नांदगाव ,वांजरी ,पळसकुंड,डोंगरगाव ,मंगी  कोलम पोडावर कार्यक्रम झाल्यानंतर आता १ जुलैला केळापुर  तालुक्यातील खैरी -धरमगोटा कोलम पोडावर सरकार आपल्या दारी हा कार्यक्रम घेण्यात  येणार असल्याची माहिती शेतकरी मिशनचे अध्क्षश किशोर तिवारी यांनी दिली

शेतकऱ्यांच्या खरीप हंगाम तोंडवर आल्यावर आता नवीन पिककर्ज ,ग्रामीण जनतेला काम ,अन्न ,आरोग्य ,गुरांना चारा व पाणी यासह वीज वितरण ,शिक्षण ,प्रकल्पग्रस्तांचे अनेक  प्रश्न यांना सरकार ,प्रशासन ,लोक प्रतिनिधी व सामाजिक संस्था यांच्या पुढाकाराने केळापुर  तालुक्यातील खैरी -धरमगोटा कोलम पोडावर आता १ जुलैला  शेतकरी मिशनचा  "सरकार आपल्या दारी" कार्यक्रम हा कार्यक्रम कै वसंतराव नाईक शेतकरी  मिशनने आयोजित केला आहे या कार्यक्रमाला प्रशासनकडून जिल्हाधिकारी सिंगसाहेब ,प्रकल्प अधिकारी मिनासाहेब  सह  महसूल , कृषी ,ग्रामविकास ,वीज वितरण ,अन्न पुरवठा ,आरोग्य ,रोजगार ,शिक्षण , पोलीस प्रशासन यांच्या विभागाच्या  तालुका व  ग्रामस्तरीय अधिकारी -कर्मचारी उपस्थित राहणार असुन या भागातील लोकप्रिय आमदार प्रा .राजूभाऊ तोडसाम  यांचेसह सर्व जिल्हा परिषद व पंचायत समितीचे सद्यस तसेच सर्व सरपंच व ग्रामपंचायतीचे  सद्यस यांना सादर आमंत्रित करण्यात आले असुन ,ग्रामीण जनतेनी आपल्या सर्व अडचणी व सरकारी योजनामध्ये होणाऱ्या गैरप्रकार समोर आणण्याकरिता कार्यक्रमात सहभागी होण्याचे  आवाहन शेतकरी मिशनचे अध्क्षश किशोर तिवारी यांनी केली आहे   

मा . मुख्यमंत्री देवेंद्र फडणवीस यांनी दिलेल्या सूचनेनुसार "सरकार आपल्या दारी" या कार्यक्रमाअंतर्गत ग्रामीण भागातील महसूल , कृषी ,ग्रामविकास ,वीज वितरण ,अन्न पुरवठा ,आरोग्य ,रोजगार ,शिक्षण , पोलीस प्रशासन यांच्या विभागाच्या  तालुका व  ग्रामस्तरीय अधिकारी -कर्मचारी यांच्या तक्रारीची सुनावणी व  जिल्हास्तरीय अधिकाऱ्यांकडून  समाधान व कारवाई साठी अधिकारी -कर्मचारी चेतना जागृती अभियानाचा एक भाग म्हणून  केळापुर  तालुक्यातील खैरी -धरमगोटा कोलम पोडावर आता १ जुलैला   जनसुनावणी ठेवण्यात आली आहे . तरी परिसरातील आदीवासी ,दलीत ,शेतकरी ,शेतमजुर  बांधवांनी आपल्या तक्रारी आण्याव्यात असे आवाहन शेतकरी मिशनचे अध्क्षश किशोर तिवारी यांनी केली आहे

Nagpur: As many as 25 lakh among the state's farmers, whom the state government had planned to bring under bank credit despite their earlier defaults, may not get the benefit thanks to RBI saying no to restructuring their loans. This year it was planned to ensure that at least 80% of farmers' population pegged at 1.37 crore should be granted crop loans through. Banks only offer fresh loans if the previous dues are cleared. It was seen that there were massive defaults in the period ranging from 2012 to 2014 which disqualified over 25 lakh farmers from getting bank loans. Typically such farmers then turn to private moneylenders for credit requirement.

Now RBI has turned down the state's proposal to revamp the loans to make them eligible for new ones. The state government had mooted a proposal to restructure the unpaid crop loans for years 2012-13 and 2013-14. Under the plan, the tenure of one year crop loan was to be extended to five with the state ready to pay half of the interest due. If approved, the restructuring could have led to regularization of accounts making the farmers eligible for a fresh loan. However, RBI did not approve this scheme for the years 2012 to 2014, said a source in state bureaucracy.

Restructuring is standard measure taken to ease the farmers' debt burden when a drought is declared by a state government. However, this is available only for the year when a drought is declared. For example, 2015-16 is declared drought year, there are standing instructions to restructure the loans and farmers can get fresh loans for the next year.

The relaxation for 2012 to 2014 was sought on the grounds that even as there was no drought officially, farmers had a tough time. There were patches in Vidarbha and Marathwada where the crop had failed leading to loan defaults.

When the RBI got the proposal, it said a permission cannot be given for old loans in the normal course and the matter needed to be examined. TOI had reported on June 13 that the state was awaiting a final reply from the RBI. TOI had sent an email to the RBI seeking its stance but it went unanswered. Now a state government source said there were clear indications that the permission would not be granted.

Farmers need loans each year to meet operational expenses for the season. As a large number of farmers do not have enough capital to start sowing operations, there is a huge dependency on loans in state like Maharashtra. With an aim to cover maximum number of farmers, the state government had set a target of covering at least 80% of peasants' population.

"RBI's stance will remove at least 25 lakh farmers out of the list as they are not eligible for getting bank loans. I have already written to the chief minister Devendra Fadnavis that they cannot be left like that and the union finance minister should be approached for a bailout package," said Kishor Tiwari, chairman of Vasantrao Naik Shetkari Swavalamban Mission, a state government agency. The government's announcement to cover 80% of the farmers had kindled hopes of many in Vidarbha and Marathwada, he said.

Nagpur: The state government announced in April that it would restructure farm loans for 2012-13 and 2013-14, but it has been waiting for Reserve Bank of India (RBI) nod since then. The apex bank has said revamping of four-year-old loans is not allowed according to current rules, and the matter will have to be looked into. The state government, however, wants to finish maximum disbursal's by June-end, for which it is hoping the RBI gives its approval at the earliest.

The state wants to revamp the loans so that more farmers are eligible to get fresh credit, and it can meet the target of bringing 80% of agriculturists under the bank loan net. Senior bureaucrats of secretary and chief secretary level have taken up the matter with RBI. There is a difference between revamp and loan waiver, as in the former loans are restructured while in the latter the government pays off the banks.

Reconstruction of loans is done in times of natural calamities like drought. Under this, the tenure of short-term crop loans is extended from one to five years. There are standing orders to revamp loans for the immediate preceding year in which a drought is declared. So, if the state government declares drought in 2015, the farmer will not only get a loan in 2016 for the current year but tenure of previous year's loans will be extended. The loans of 2015 have already been covered under the restructuring plan.

However, the state also wants older loans to be reset. It says there were crop failures in some patches. Recession in the cotton rates had also hit farmers' repayment facility. The state is insisting that these were not wilful defaults by farmers and their case needs to be considered. However, RBI says that the rule book does not allow it.

The RBI has not turned down the proposal immediately, but it had asked the state to come up with data like the number of loans and their type. The data has been provided, but the RBI has not reverted after that, say state government sources.

This is the first time in the recent past that the state has announced a revamp of older loans. Sources say RBI is worried that since these accounts are already non-performing assets (NPAs), it may be difficult for farmers to repay the old revamped loans as well as the fresh ones they get for the current year. The state, on the other hand, is ready to pay half of the interest for the 2012 to 2014 loans too, which were given when the Congress-NCP government was in power.

Kishore Tiwari, chief of Vasantrao Naik Shetkari Swavalamban Mission (VNSSM), said the move will cover some 28 lakh farmers having loans worth Rs36,000 crore. The RBI should take a sympathetic approach towards farmers, especially when the state government is ready to foot the interest on these loans, he said. Tiwari also asked the RBI to give its approval before June 31, otherwise farmers may resort to private moneylenders. "After the different loan waivers, this is the year when the highest defaults were seen," he said.

The announcement was made on April 28 and the RBI came up with the query on May 9. A meeting was held a fortnight later between senior bureaucrats and RBI management, and the decision is awaited, said Tiwari.

मारेगाव तालुक्यातील आदिवासीबहुल आवळगाव परिसरातील जमीन हलक्या ते मध्यम स्वरुपाची असून कापूस पिकाची लागवड मोठ्या प्रमाणावर केली जाते. कापसाच्या बीटी वाणांचा वापर, अनिश्चित पाऊसमान, कोरडवाहू क्षेत्राचे अधिक्य, सुमार आर्थिक परिस्थिती व कृषि निविष्ठाकरिता बाजारावरील अवलंबित्व या कारणामुळे उत्पादनखर्चात भरमसाठ वाढ होत असल्याचे दिसून येते व उत्पादकता कमी असल्यामुळे निव्व्वळ नफा कमी होत आहे. परिणामी मागास आदिम जमातीतील शेतकऱ्यांची आर्थिक परिस्थिती खालावत आहे.या अनुषंगाने १८ जुन रोजी मौजे आवळगाव येथे देशी कापूस वाणाचे अतिघानता लागवड या करिता देशी वाणाचे बियाणे वाटप कार्यक्रम तालुका कृषि अधिकारी मारेगाव मार्फत आयोजित करण्यात आले.

मा. श्री.किशोर तिवारी, अध्यक्ष कै. वसंतराव नाईक शेती स्वावलंबन मिशन यांच्या मार्गदर्शनाखाली केंद्रीय कापूस संशोधन केंद्र नागपूर यांच्या ‘देशी कापूस वाणाचे अतिघनता लागवड’ या तंत्रज्ञानावर आधारित बिजोत्पादन प्रात्यक्षिके डॉ.गोपाल ठाकरे, सहाय्यक प्राध्यापक, कृषि विज्ञान केंद्र यवतमाळ यांच्या समन्वयाने तालुका कृषि अधिकारी, मारेगाव मार्फत १३० आदिवासी शेतकऱ्यांचे शेतात एक एकर क्षेत्रात प्रात्यक्षिकांचे आयोजन करण्यात येणार आहे.महाबीजकडे देशी बिगर बीटी कापूस पिकाचे बिजोत्पादनासाठी नोंदणी करण्यात येणार असून उत्पादित बियाणे बाजारभावापेक्षा ४००रुपये जास्त दराने शेतकऱ्याकडून घेणार असल्याचे श्री. देशमुख व्यवस्थापक, महाबीज, यवतमाळ यांनी आपल्या भाषणात सांगितले. सदर कार्यक्रम अंतर्गत वाटप केलेल्या 4 क्विंटल बियाण्यापासून ४०० क्विंटल बियाणे उत्पादित करण्याचा संकल्प राज्यात प्रथमच या भागातील आदिवासी शेतकऱ्यांनी केला आहे.

आवळगाव येथे आयोजित बियाणे वाटप कार्यक्रमात शेतकऱ्यांना श्री. किशोर तिवारी यांच्याहस्ते कापूस देशी वाणाचे बियाणे तसेच तूर व मुग पिकाचे बियाणे वाटप करण्यात आले.अध्यक्षीय भाषणात बोलताना श्री.किशोर तिवारी म्हणाले कि, शेतकऱ्यांनी त्यांना वितरीत करण्यात आलेल्या देशी कापूस वाणाचे तसेच कडधान्य पिकाचे बियाणे स्वत: उत्पादित करून गावातच बियाणे बॅंकतयार करावे असे सांगितले. तसेच स्वावलंबी व पारंपारिक शेतीचा आवळगाव पॅटर्न राज्यभर राबवणार असल्याचे मनोदय व्यक्त केला आणि बाजारावरील अवलंबित्व कमी करून विषमुक्त शेती करण्याचे आवाहन देखील त्यांनी केले.

श्री दत्तात्रय गायकवाड जिल्हा अधीक्षक कृषि अधिकारी यवतमाळ यांनी कमी खर्चाची शेती व मुलास्थानी जलसंधारण उपाययोजनेचा अवलंब करून शाश्वत शेतीचा विकास साधावा असे सांगितले.तसेच या कार्यक्रमाविषयी शेतकऱ्यांचा उत्साह बघून समाधान व्यक्त केले. डॉ.सी.यु.पाटील सहयोगी संशोधन संचालक, विभागीय संशोधन केंद्र यवतमाळ यांनी देशी वाणाचे अति घनता कापूस लागवड व खरीप पिकाचे लागवड तंत्रज्ञानाविषयी मार्गदर्शन केले.

कर्जबाजारीपणामुळे होणाऱ्या शेतकरी आत्महत्या लक्षात घेता किमान ८० टक्के शेतकऱ्यांना पीक कर्जाच्या कक्षेत आणण्याची घोषणा मुख्यमंत्री देवेंद्र फडणवीस यांनी खरीप आढावा बैठकीत २८ एप्रिलला  केली होती व तसा  २०१२-१४च्या थकबाकीदार शेतकऱ्यांचे  पीककर्जाचे पुनर्वसनाचा प्रस्ताव तात्काळ रिझर्व्ह बँकेचे गव्हर्नर रघुराम राजन यांच्याकडे सादर  केला होता मात्र रिझर्व्ह बँकेने या प्रस्तावाला मंजुरी न दिल्यामुळे  व तसेच मराठवाड्यात अग्रणी असलेल्या ग्रामीण बँकेला व राज्यातील सहकारी बँकांना पीककर्ज वाटपासाठी लागणारा निधी आजपर्यंत उपलब्ध न झाल्यामुळे यावर्षी वरुण राजाने कृपाकेल्यानंतरही  शेतकऱ्यांच्या आत्महत्या ,दुष्काळ यांच्या गंभीरता व संवेदनानसणाऱ्या प्रशासकीय व्यवस्थेमुळे विदर्भ व मराठवाड्याचे ३० लाख दुष्काळग्रस्त  शेतकरी  प्रचंड अडचणीत आले असुन  पीक कर्जाची पुनर्रचना झाल्याने राज्यातील शेतकऱ्यांना नवे कर्ज उपलब्ध होऊ शकत नसल्याची स्थिती असून, त्यामुळे शेतकऱ्यांना सावकारांकडे हात पसरावे लागत आहेत  या अभुतपुर्व   संकटातून शेतकर्याना दिलासा देण्यासाठी शेतकरी मिशनने मुख्यमंत्री देवेंद्र फडणवीस यांना पुन्हा साकडे घातले असुन यावर येत्या मंत्रिमंडळाच्या बैठकीत निर्णय होणार असा विश्वास शेतकरी मिशनचे प्रमुख किशोर तिवारी यांनी व्यक्त केला आहे . 

सरकारने  किमान ८० टक्के शेतकऱ्यांना पीक कर्जाच्या कक्षेत यावे यासाठी राज्यात सतत २०१२ पासून नापिकी व दुष्काळ यामुळे कृषी संकट फारच कठीण होत असल्यामुळे राज्यातील २०१२ पासूनच्या थकबाकीदार शेतकऱ्यांना नव्या पीक कर्जासाठी थकित कर्जाचे पुनर्वसन करण्याचा निर्णय घेऊन व रिझर्व्ह बँकेने हा प्रस्ताव तात्काळ मंजूर करावा अशी आग्रही विनंती केली होती  मात्र आजपर्यंत  रिझर्व्ह बँकेने राज्यातील२०१२ पासूनच्या थकबाकीदार शेतकऱ्यांना नव्या पीक कर्जाच्या कक्षेत घेण्याचे व १४ जिल्हातील दुष्काळग्रस्त व आत्महत्याग्रस्त शेतकऱ्यांना दिलासा दिलेला नाही . या रिझर्व्ह बँकेच्या विलंबामुळे राज्यातील २०१२ पासूनच्या थकबाकीदार शेतकऱ्यांना सावकाराच्या दारावर जाण्याची वेळ आली आहे .  

यापुर्वी शेतकरी मिशनच्या वतीने रिझर्व्ह बँकेचे गव्हर्नर रघुराम राजन यांना निवेदन देण्यात आले असून, त्यात शेतकरी कर्जबाजारीपणामुळे होणाऱ्या आत्महत्यांच्या प्रश्नाकडे लक्ष वेधले आहे. त्यात मिशनचे अध्यक्ष किशोर तिवारी यांनी नमूद केले आहे की, कर्जबाजारीपणामुळे होणाऱ्या शेतकरी आत्महत्या लक्षात घेता किमान ८० टक्के शेतकऱ्यांना पीक कर्जाच्या कक्षेत आणण्याची घोषणा मुख्यमंत्री देवेंद्र फडणवीस यांनी केली होती. त्यात २०१२-१३ च्या हंगामापासून थकबाकीदार असल्याने पीक कर्जाची पुनर्रचना झालेल्या शेतकऱ्यांचा समावेश आहे. पीक कर्जाची पुनर्रचना झाल्याने राज्यातील शेतकऱ्यांना नवे कर्ज उपलब्ध होऊ शकत नसल्याची स्थिती असून, त्यामुळे शेतकऱ्यांना सावकारांकडे हात पसरावे लागत आहेत. अशा शेतकऱ्यांच्या कर्जाची पुनर्रचना करण्याची परवानगी रिझर्व्ह बँकेने बँकांना द्यावी, असा प्रस्ताव राज्य शासनाच्या वतीने रिझर्व्ह बँकेला सादर केला आहे. मात्र, रिझर्व्ह बँकेने अद्याप त्यावर विचार करून आदेश जारी केलेले नसल्याने सार्वजनिक क्षेत्रातील बँका हात आखडता घेत आहेत, याकडे तिवारी यांनी लक्ष वेधले. 

राज्यात एक कोटी ३६ लाख ४३ हजार खातेदार शेतकरी असून, सरकारने त्यापैकी किमान ८० टक्के शेतकऱ्यांना पीक कर्जाच्या कक्षेत आणण्याची घोषणा केली आहे. राज्यस्तरीय बँकर्स कमिटीने आगामी वर्षासाठी ५१ हजार २३५ कोटींच्या कर्ज वाटपाचे लक्ष्य निश्चित केले असून, त्यापैकी मे अखेर १६ हजार २३ कोटीं रुपयाचे पिककर्जाचे नेमके वाटप झाले अाहेयावर किशोर तिवारी यांनी चिंता व्यक्त केली आहे

More than 30 lakh farmers in the suicide-prone 14 districts in Vidarbha and Marathwada regions are still awaiting financial assistance as banks are hostile to their issues and are working against their interests, said Kishore Tiwari, chairman of the state-run Vasantrao Naik farmers' mission.
“I reviewed the present status of disbursement of loan for farmers, particularly in the droughtand suicide-prone areas in Vidarbha and Marathwada regions, and was stunned to know that of the 44 lakh eligible farmers, only 9.6 lakh were given financial assistance worth a total Rs 9.6k  crore,“ Tiwari told TOI.
Tiwari said that at a highlevel meeting of state-level bankers' committee, presided over by chief minister Devendra Fadnavis, the government has set a target of Rs 53,282 crore, including a share of Rs 17,505 crore of district central cooperative banks, Rs 29,151 crore of commercial banks and Rs 2,300 crore of rural banks. “Fadnavis has set the target of covering 80% of the farmers under the credit plan, but it was found that the target may not be achieved owing to the indifferent attitude of the financial institutions.“
Tiwari added that it was shocking that despite clear instructions of the NDA government, nationalized banks were reluctant to extend loans to farmers, while the financial condition of district central cooperative banks and rural banks was so weak that they themselves need an action plan for revival. “Targets have been set for rural and district banks, but most of these institutions are struggling to survive,“ he added. Nationalized banks, said Tiwari, lack speed and interest in extending financial assistance for the agriculture sector. “Red tapism has taken over the public sector banks; they are not alive to the plight of the farmers, they are hostile. Also, it was found that they insist on no-objection cer tificate over previous loans.“
Tiwari revealed that so far, nationalized banks have disbursed just 32% of the crop loan against the targets set by the state government. “If the bank fails to give loan to the kin of a farmer who has committed suicide, a case of culpable homicide should be registered against the branch manager,“ he said. “It's time the CM takes a review of performance of these financial institutions.While farmers are committing suicides owing to agrarian crisis, heads of financial institutions are insisting on the rule book.“ Endorsing Tiwari's views, trade union leader in the banking sector Subhash Sawant said heads of nationalized banks will have to change their approach to tackle the agrarian crisis. “Bank heads are rigid while extending loan to farmers, but when it comes to industrialists, they are very liberal.“

To promote organic farming and curb uncontrolled use of pesticides, Maharashtra government will distribute seeds of indigenous cotton varieties for cultivation to farmers in suicide-prone Yavatmal district on June 18.

The project, being undertaken jointly with Central Institute for Cotton Research and P K agriculture University will cover 100 tribal farmers.

"The seeds are of indigenous origin and would ensure better yields with a less cost. A seed bank will also soon be developed and seeds would be made available to farmers in the open market at low cost," Kishor Tiwari Chairman of Vasantrao Naik Sethi Swalamban Mission, said.

The mission is being formed by Maharashtra government to address agrarian issues.

He said the scheme would be implemented in 14 districts spread across Vidarbha and Marathwada in a phased manner as a flagship programme of Maharashtra government.

Project Director and Divisional Agriculture Officer Rahul Satpute said, "As part of on an going campaign to stop farmers suicides, tribals who are the worst-hit victims of rain sensitive crops have come forward to opt for a desi solution by replacing Bt cotton seeds." "Seeds produced by tribals would be collected by agriculture department and later would be sold in the local market so that they get a good price," he said.
